I said war-zone prisoners in Afghanistan. These people don't meet the formal definition of a POW. Nevertheless the executive branch has interpreted its powers as including indefinite detention of them from the Authorization for Use of Military Force in 2001 onward. Judge Forrest has called into question that entire line of interpretation, and that's where the administration is objecting.
