The President wants to preserve the Bush tax cuts for incomes below $250,000 and revert to Clinton-era rates on incomes above. Republicans thus far are refusing to go along with raising rates on the rich. But isn't it simple for Democrats? Allow the tax cuts to expire on schedule if no deal is reached (so everyone's tax rates go up), then quickly introduce a tax cut bill to restore the cuts for incomes below $250,000. Dare the Republicans to vote against it. I really doubt enough of them would.
Of course, this doesn't touch the spending side of the equation, which will also have to be resolved. However Republicans aren't on strong negotiating ground there, either: some of the largest automatic cuts are to the military, which Republicans find more unpleasant than Dems do.
