Obama has done the most by doing the least and leaving it up to the states. New Jersey recently became the latest to legalize medical marijuana.
On taxes, he signed the largest tax cut in US history earlier this year. He got approximately zero credit for that.
On civil liberties, he hasn't exactly rolled back all the Bush era's bad policies, but trying the 9/11 mastermind in a New York court is a dramatic endorsement of our civil laws.
Obama's ended torture, as far as we know. Finding a way to close Guantanamo is also important.
