The House will vote on the Senate bill, which was passed with 60 votes in the Senate. By approving the Senate bill, there is no further need for Senate action, and Obama can sign the bill into law. But the House doesn't really like the Senate bill. So the deal is that the House will immediately vote on some changes to the bill, and hand that over to the Senate, where Harry Reid will do some Senate voodoo so that only 51 votes will be needed on that set of changes.
