Sure, they're somewhat sort of (not really at all) important in the Quarter Quell, but at the same time it's an easily disposable detail. Or, alternatively, it's one that they could easily "retrofit" with some offhand comment about the uniforms always being different for each Games -- the ignorant movie-goer has only seen one Games, so what do they know?
I do think you're right that we didn't know the Gamemaster had been executed until the second book. However, it sounds like the movie has a much wider viewpoint, so it makes sense to show his execution when it happens (and then, hopefully, get Katniss' reaction when she learns about it in the second movie?). I also don't think they ever said how he was executed in the books; I like the "poetic (in)justice" with the no-exit room and the berries, though, especially as it's so reminiscent of Socrates'(?) hemlock execution.
Definitely disappointed by the sounds of Gale's much-diminished role, though, and makes me worry that they won't even develop it at all later on. (He ever mentioned as being her "cousin", by the way?)
