However there is a large portion of the population here in the US who argue that what has been done isn't really so bad
But usually what they're arguing is that it's not really torture. Which is exactly the same way rape is trivialized - by saying this or that situation isn't really rape. I would consider rape and torture equally strong words, and people get around that in the same way.
