Who benefits from placing a country wide, legal fee on citizenship?

Well, about 1 million people immigrate to the US each year, so that would be potentially $50 billion in government revenue, which is $50 billion toward reducing the deficit. If the fee does in fact result in more immigration of the type that boost the economy, it would have positive ripple effects on on-shore business activity, house-buying, consumer spending and more. Of course, it does not solve all the problems we currently face.
